I sent an email to the official A1 Grand Prix site asking if NZ was entering a team. This is the response:

Individuals and organizations from all over the world are welcome to bid for
a national seat.
To date no announcement has been made regarding a Franchise from New
Zealand; if such an announcement is made it will be posted on our website.

I don't think that Ireland or Finland have a team either
